The People's Congress constitutes the political system of China. The organ of state power in Beijing is the Municipal People's Congress and its Standing committee.

The Municipal People's Congress is elected for a term of the Beijing Municipality, and include ensuring that the Constitution, laws and administrative regulations are observed and carried out; guaranteeing the execution of the state plans and budgets; examining and approving the city's national economic and social development plans, budgets and reports on their implementation.

The Municipal People's congress has the right to alter or rescind inappropriate decisions made by the Standing Committee of the Municipal People's Congress; It elects and has the right to recall the members of the Standing Committee of the Municipal Peoples congress, the Mayor and vice mayors, the head of the Municipal People' Procuratorate, the head of the Municipal People court, the chief procurators of the Municipal People's Procuratorate and its branches, and deputies to the Nationals People's Congress elected from Beijing Municipality. It also has the right to alter or rescind inappropriate resolutions and administrative orders issued by the Municipal Government and may in the light of the specific conditions and actual needs of Beijing Municipality, Promulgate local statutes, provided that these statutes do not contradict the Constitution, laws and administrative orders of the State.
